Need help!

I have a 200L (Around 55 gallon) Fluval Roma which I want to do some work on. It has been set up for around a year, but I hate the aquascape at the moment and I am changing it. So, I have a few questions:

Basically, my lighting in this tank is just the standard T8 bulbs like this one:

.....and they are just 30w each. I would like to upgrade to T5s, but I am not wanting to spend a fortune. I want to be able to grow higher light plants. I have looked at some, here is one of them:

....I want to be able to keep the same light fixtures if possible, but this one here is only 39w, so isn't this still too low?

Next, I am planning on dosing liquid Co2 and Liquid ferts. Do these 2 look ok?

I shall be using cat litter capped with sand as a substrate :)

Can anyone suggest any nice plants for the kind of things I will be doing? I love (and I will never get anything as nice as this, but I still love) this kind of set up and this is the sort of thing I shall be aiming for:

If you have a T8 fixture than T5HO bulbs won't fit in it. You will have to upgrade to a T5HO Fixture to use those bulbs. Plus remember T5HO bulbs put off my more light than T8's so a 2-fixture T5HO fixture with bulbs is going to be able to grow most everything except high light plants and most carpet plants so you have alot of plant options.

With the light you have now you will need to stick to low light tolerant plants such as anubia, bolbitus, and java fern (regular and Wendilov).

I'm in the states but I use a liquid carbon (not familar with the brand you have listed). I'm also not familar with that brand of liquid ferts but using both a liquid carbon and ferts is a good routine for growing your plants.
