Neo-Therm heater

I bought the Neo-Therm heater and plugged it in after letting it sit in the tank for 20 minutes. The temp it's set at is 78 and it's reading my tank temp as 86 (the green LED light is blinking above the 86 mark). So how long should it take until it brings my tank down to the desired temp of 78?
 
That's hard to say. It depends on the room temperature, exposure to direct sunlight, tank shape and volume, and surface movement of the water.
Are you using a separate thermometer as well?
You could always do a small water change and replace it with slightly cooler water.
Just to be clear, cooling the tank has nothing to do with the heater.
 
Yes I'm using a thermometer and it does say 86. It has been in the 80's in my house
 
It's normal for a tank to be 2 or 3 degrees above the ambient temperture. If needed use a fan directed at the side of the tank for cooling.
 
Could my bearded dragon's heat light being on day be a factor
