New FOWLR build - Cycling question

I'm about to start a build on my first SW tank (a FOWLR). I have 2 questions on cycling the tank.

I plan on using BRS dry Fiji rock, and will cure the rock for several weeks prior to starting the tank cycle. When I do start the cycle (using the guide here: http://www.aquariumadvice.com/cycle-your-salt-tank/ ):
1. Do I need to run a filter (if, so, should there be carbon in it)? Or, is the circulation pump all that is needed?
2. Should I run the cycle with the cured rock in the tank?

You can cure the rock in the tank as it cycles. For the filter, run it with any bio filters in place but no carbon and filter pads only if you new water is cloudy. Otherwise you don't need to filter the water. But running it will keep water moving and help with BB building up in it.
