New guppie tank, need some help.

I moved my 5 guppies (4 female 1 male) and one African Dwarf frog from a 1.5 gallon tank, to a 10 gallon tank. I bought an Aqua Culture tank, which came with a filter. I added a water pump/rock and live plants as well.
So far, everything has been good, everyone is getting along. One of the females recently gave birth and I see 3 baby guppies in there.
Now, all the guppies are hanging out at the top of the tank, and not being very active, when they would usually swim all over.
Any one know if I'm doing something wrong.

Have you tested your chemical levels (ammonia, nitrite, nitrate)? It sounds like ammonia poisoning to me. I'm assuming your tank wasn't cycled? You'll want to do very frequent water changes in order to keep the chemical levels down.

Just did a water change, and they are happily swimming around and being active. Thank you! Bought a water test kit and treatment so I can better monitor my tank. Thank you for your help!
