You want to put a few drops of the ammonia in your tank to bring your ammonia up to 4ppm. You want to keep checking it and dosing it back up to 4ppm every 24 hours until your bacteria can convert 4ppm of ammonia to 0 and also have 0ppm of Nitrites in that 24 hour period. NitrAtes are irrelevant until that point. This guide that eco23 put together is outstanding:
