New to Puffer care please help

Hello I acquired a puffer last week he is very skinny and will not eat anything but earthworms added 1 tb of Instant Ocean to ten gals of water and am tying to take care of him but its frustrating when all I am trying is not working ,could he be a wild caught fish or really stressed any advice would be appreciated

I was told mine is a green spotted please tell me how you take care of yours ,I have two and they cant even live tog one attacks the other so I put them in seperate tanks they were together in the store brought one one then a second and put him in the tank and he didn't care for the latest one added .
