Get a heater, I would keep it at 78 or 79. Not sure why your getting ocean water unless your just concerned about cost. If not, your better off with RO water and salt mix which is pure, never know what your picking up from the ocean. Get some live rock and add. You dont need a wave machine, but a good circulation pump in the tank.
