Old lightbulbs causing algae growth?

Hey everybody, I've got an old fluorescent light on my tank and I've been having lots of black algae growth on my rocks and anubas. It's only on about 8hrs a day. Any chance the bulb is causing the growth? I remember hearing something about that awhile ago but was hoping for confirmation before I spring for a new one.
