I've seen on some people's tanks that they have what appears to be a little tank hung inside their larger tank. What is this used for ?

Most likely it's a overflow used for a sump when the tank is not drilled.

I stole this pic from emerald76 just to show you what I'm talking about
If you look at the upper left hand side of the tank you'll see a little tank inside the big one it's got a little pink plant in it.
If seen some other tanks that will usually have one fish in it. I usually see a beta in it.
What is that little tank used for.

Possibly a fry tank. For raisjng baby fish away from other fish.
