What is the best and most affordable fencing to put around a small pond that I will be making for my baby snapping turtle?
 
Chicken wire from Home Depot. I used it in a little above ground turtle pond I built a few years ago.

That's what I figured. And then just some pond liner for the bottom?

I have to wait till it gets a little warmer first too lol.
 
Yeah a pond liner or even just a waterproof tarp if you can find one that fits.
 
No problem. Just make sure whatever you use to line it can stand up to the turtles claws. The first liner I used was too thin of a material and my sliders poked holes in it so I had to reline it.
 
Here's what I'd do. Dig a trench where your going to put the fence up. Dig 8-10 inches deep and fill a few inches with concrete. Place chicken wire in and let dry. Cover with dirt and your good to go. Turtles such as snappers can dig! This may also deture other animals from entering your pond area.
