Penguin Tetras

I have a question about these fish. I have heard that they are hardy, but I've had no luck with them. I stocked my 75G the other night with the following fish.

10 Black Neon Tetras
10 Harlequin Rasboras
6 Gold Barbs
10 Penguin Tetras
10 Zebra Danios
2 Otocinclus
2 Skunk Corydoras
4 Kuhli Loaches

I've had NO problems at all with any of the fish EXCEPT the Penguin Tetras. They have all died except for one pathetic straggler that was up in the corner of the tank when I came to work. When I put them in the tank, they were lively and schooled with the rest of the fish. They slowly became more lethargic and started dropping off.

None of the other fish show any symptoms or issues. Tomorrow I am dosing the tank with Penicillin as a precaution, for 4 days or so.

Ph = 7.5
Temp = 77
Ammonia = 0
Nitrite = 0
Nitrate = 10

This is a planted tank with CO2 injection. Any ideas? I'm pretty much left with something was up with the fish when I bought them. I've never had a complete single species die off in a few days before without any other distress in the tank.
