I know that the ph up and down products are a big no-no but what about the API proper ph? I am getting some fish that are more sensitive to ph and sincew my tap ph is 8.0, I was wondering if this 'Proper Ph' was acceptable.

what kind of fish are you talking about? And no, "proper ph" is not a good route to go. there are very few, if any, fish that wont do fine in a ph of 8... the problem with doctoring the water is that if you tap ph is 8 and your tank ph is 6, you have to doctor the water before adding it to the tank during a water change or you'll kill the fish. Its best just not to worry with it as long as it stays stable
