Could I keep a Pictus catfish with a female jack Dempsey that is about 3"?

Pictus like groups of 3 or more but I'm not sure about the compatibility

I'd say no, you'd probably need a bigger tank than a 55 for those, but I haven't kept them. Hopefully someone with more experience will pitch jn. :)

I have mine in a 55 and since they only get to about 4-5 in they have plenty of room

It is highly recommended to keep them in a larger tank than it appears they need as they really love to zoom around. And definitely, no less than 3. I love this species but haven't gotten them because of space constraints. Some day.

last year i had 5 of them with a male JD, had to rehome them after he killed one. they are very cool fish the way they race around the tank. i was so shocked that the jd was even able to catch 1, non the less kill one.

cats were 3" jd was about the same.
