planning for a new tank.....

I have a vision for my next tank, planning on sand bottom possibly a few low light plants (still unsure on that may just go fake), some rock (I have an image in my head just can't explain it, and for my fish I want 1 marble veil angelfish, 6 fancy guppies, 6 dalmation mollies, 6 neon tetras. This will probably be at least a 30 or 40 gallon tank, is this a decent stock or should I have less or could I have more?? Also am wondering about choosing a filter, I have a marineland penguin 350 in my current 30 long tank, just wondering if I should go with that again or is there something better?
 
Well according to that my current tank is way overstocked but the new one should be fine minus the neon tetra being food for the angelfish.
