Hi there.

I'm a somewhat new fish keeper and this might be a dumb question

I was planning on eventually starting a planted tank with a betta, either 5 or 10 gal. Still have lots of researching to do since this will be my first planted aquarium

My question is, is plant maintenance more or less in small vs large aquariums? 5-10 gal vs 20+ as far as cycling the tank goes.

And how would you go about cycling a planted tank? How long until you can add the betta?

Depends on the setup. Low tech means less growth and less maintenance. Tank is is mostly irrelevant as it has more to do with how much plant density you have.

As far as cycling goes, if you want to add the fish immediately I suggest getting the tank totally planted out with a lot of stuff first. And as with any fish-in cycle, test regularly for ammonia and nitrite.
