Planting Bulbs and Root Tabs

Hey everybody I got a pack of those bulbs from petco to try and grow in my tank.
I wasn't really expecting much to happen but to my surprise pretty much all of them are showing signs of growth.
My ? is now that they are sprouting do I bury them a little under the gravel or should I just leave them lying right on top of it?
So far my onion bulb has a few little roots and 3 stems coming from the stalk.
The water lily bulb has just 1-2 very small little sprouts.
And two apono's with one sprouting from both ends.
Also I used the API Root Tabs and Leaf Zone which I'm guessing is why they're doing so well but for the root tabs the dir. say push midway into the gravel but i'm wondering if i should be having them completed covered under the gravel?
Any advice would be great.

That is fine. leave about 3/16" exposed though. You will have to prune the water lily pads continuously, else they will shade all of the lower plants.
