I would like some plants that don't require to be planted into the substrate. I know anubias is best tied to a rock or piece of driftwood and not planted. Are there other plants that are submerged but don't need to be planted in the substrate.

I have a substrate that just won't work best with plants. I have large natural pebble substrate.

Java fern (there are several different varieties), mosses, bolbitis. Many plants can just be floated too, such as water sprite, frogbit, dwarf water lettuce, anacharis, etc.
