possible fungus infection or fin rot?

Hi guys

Could you tell me what this is?

I've just noticed a white cotton wool like patch on one of my platies. We got him from pets at home and he's never been right. He doesn't generally swim round the tank, just hovers in one place. His tail isn't as full as my other playts either and he's never bothered about food. Whether as my other platy will swim to the top for his food.

I thought maybe the bigger platy was picking on him so I've been keeping a close eye but I've now spotted this white fluffy spot. Which I fear is the cause of his unhappiness :-(

He's since managed to flick it off though, so I have no idea how long he's had it!

What is it? Fin rot/fungus infection? How do I treat?

I'm not sure how to include photos?

What are the active ingredients of this medicnie?
My suggestion would be Kanamycin + Furan-2 green just in case its Columnaris (cotton wool like growth she said)
