Possible replacement Lighting for starter kit

I have one of those Aqueon starter kits with low profile LEDs I believe. Plants at first were doing well (water tests come out almost perfect), I was using Flourish Excel to assist in growth as well but as it got expensive I decreased frequency of use.
 
Yes, but only if it'll be beneficial to the growth of the plants.
 
Kind of - I can't comment on that light brand. Are plants doing worse? Mainly it is a balance between lighting - CO2 and ferts (plus maybe substrate and keeping algae away). I have high lighting which then forces me to use CO2 injection and ferts dosing. But tank is 2.5ft deep. If tank is only 1ft deep, might be able to stay with present lighting and just have good water flow to keep bringing in CO2 from air. I go for mid-range priced lights but they are dimmable so I can adjust to just getting some algae.
