I wanted to get a small tank have the pumps on it everything. A small live rock inside of it. Then instead if putting chemicals in the tank I would just put a few cleaner shrimps in the tank like 3 to 5 and see how it works. What do you think of this.
 
Contrary to their name, Cleaner Shrimp will not clean diseases off fish. It's questionable if they do any good for parasites either. (Assuming that's what you're asking...)

I thought they did and according to my research they would clean some diseases and get rid of a few parasites
 
cleaner shrimp at my lfs are $30, i think you will be ahead the traditional way
 
Agreed, simply putting new fish in an isolated tank and watching for 1 month is the best option. You only have to treat them if they shows signs of infection
