So I just started my tank on the 23rd (after it finally came in) and I've been testing it with the API Master Test Kit. The pH of my tap water was at 8 while my aquarium (after adding in drift wood) hovers at 7.4 on the high pH and 7.6 on the regular pH. How am I supposed to figure out what my pH is in the tank? Also, how do I lower this to a slightly acidic pH since the ember tetras I want prefer that pH?

You shouldn't need to change your ph as the fish will adapt just fine to what you currently have.

As to what your ph currently is, it's not terribly important tbh. Somewhere between there is perfectly fine. You could just average it out and call it 7.5

A pH in that range should be okay for the tetras. It's more important to have a constant pH, rather than a pH that may fluctuate with additives.
