Too blurry to tell. Sorry but you will need a better picture for us to tell you. Females will have an enlarged area under their tail where eggs are stored while males will have a much much less pronounced spot. You will have to look at comparison pictures for examples.

Male are more transparent with red spots, females are usually all red colored. LFS usually sell females only, as they are more colorfull.

Hard to tell from picture but blown up it looks like a saddle of eggs showing on the back. I'd say probable female.
