Really high nitrates

I have two tanks running and the nitrates are high in both. They are around 80. I just did a massive water change in both and it's the same. I even tested my tap water, and it was low, around 5.0. I thought that might be the issue, but it doesn't seem to be. Should I keep doing this? I don't think the tanks are over populated. The 29 gallon has two goldfish, the 10 gallon has two mollies, four guppies and a tiny catfish for algae control. I am in need of your wisdom! I didn't have this issue before I moved out here. :(
 
How long have your tanks been set up? What kind of filtration do you have on each? Are you possibly over feeding? How well do you vacuum during a water change? As the poster said, keep doing 50% water changes until the nitrates are down. Did you mention what your regular water schedule is?
