Really lethargic gourami

Hi! I’m new to the group and hope you can help me.
We have a 40gal planted tank with a fluval 207 filter. Our tank is 77 degrees, ph is between 7.2-7.5, alkalinity is 180. Nitrates and nitrites are 0.

I have a powder blue dwarf gourami that is sitting at the bottom of the tank. The color looks off and it has some dark spots behind it’s eyes. It doesn’t seem to want to eat. I’ve attached some photos for reference.

We’ve had the tank for 4 months, fish have been thriving for the last 3 months. All the other fish are acting normal swimming, eating and color is good.

We have 16 fish in the tank:
2 powder blue dwarf gouramis
2 Sri Lankan guppies
2 full grown swordtails (3 tiny babies)
7 neon tetras
1 cherry shrimp

Nothing new has been added to the tank.
We’re feeding them just tetracolor tropical flakes.
