red back/belly/gills on oto

I have oto that is really red. my tank 30g is really foggy did a water 50% change but it is still foggy. I had a guppy died when I looked at it he looked fine. Maybe he died of the foggy stuff. The oto had a friend he die with in 24 hours of getting him home. HELP PLEASE!
 
The foggy stuff is probably a bacterial bloom. Its not a big deal, but that means the tank is probbaly really new... It may take a few weeks to clear fully.

I am going to go ahead and guess that its probably some issue with ammonia. Can you check your levels of ammonia, nitrIte, and nitrAte?

How long has the tank been running?
How big is the tank?

thanks but can a bacterial bloom be green?
 
A bacterial bloom can be yellow, grey, or milky looking.

If its green, it may be an algae bloom. How often do you do gravel vacuum and do water changes, and how long do you leave your light on for?
