I recently bought a par38 36w led marine bulb and I was wondering if it could support some soft zoas or softies, they had a similar one at my lfs but for a much higher price

It depends on the depth of the tank, but my short answer is yes. Softies should do really well under that light maybe even some LPS. What size tank is this going to be on?
 
That will be perfect. Just suspend it above the middle of the tank and place you higher light corals higher up in the water column near the center with lower light stuff going on the fringes. (y)
