Return Depth?

Hi all. Just trying to figure out the proper return pipe depth for a 150g DT 31"
deep. And can I use a sort off spray bar vertically with the last hole on the surface or 1 inch from the top if I lose power. Thanks. BTW I'm also using power heads.

Just under the water surface is a fine depth, and yes, you can use the spray bar idea you have also.
