Cyanobacteria. There's a lot to consider and it's hard to explain for every case - here's a great article to read that gives you an overview of what if is, where it comes from, and how to get rid of it:
Cyano should be treated just like algae issues. Use ro/di water for top off and water changes, feed sparingly...so on. Siphon it out during water changes. There are articles in my signature that go into more depth.
