Shell dweller help

Hi guys, my occeletus gold shell dweller is getting bullied when he is supposed to be the bully... he dosent want to hide in shells either. There are around 14shrlls for 5 shell dwellers. 1occeletus and 4 brevis and 1 masked julie in a rock pile
