Am I just lost here? I've never noticed this button until today. I clicked on the help but it just gives a 404 error. What is it? Is this a new improvement or have I just been missing it this whole time?

You're right, I think it is new. The site technical staff have been working very hard to add many new features for us to use. I'm sure there'll be an announcement when things get up and running.
