Sick figure 8 puffer HELP!

My figure 8 isnt swimming well. My ammonia and nitrites are 0 and before i did a water change my nitrates were less than 5ppm. The specific gravity is 1.004. The tank is about 2 months old.

He has been hanging out at the top. I have a large airstone and 2 filters stirring up the water at the surface. All the other fish are acting just fine. None of the fish are bothering him at all. I fed him yesterday morning and he had a round belly and now it looks sunken in. What could be wrong?

The sunken belly is a sign of an internal parasite.. Not sure which medicine to use, but someone will hopefully come along to recommend one.
