Something wrong with these tetras?

I have these three neons and 4 albino lemon tetras in this tank. If I hqve to do a treatment should I do them on the whole tank?

So far all the neons have these white bumps on their bellies, and it seems something is wrong with one the the albino's mouth. Looks like its missing a piece or something. Cant seem to get a decent photo of it though.

How long have you had the Neon Tetra?

Looks like it might be Neon Tetra Disease, NTD. It's very common & there is no viable cure.
