I plan on running a fluval canister filter made for 55 g aquariums and my 10 g biowheel to use in my 10 gallon hospital tank if a problem arises. Do you think I would need a powerhead for surface agitation with these
two filters running?

I don't think so. Im pretty sure Ur two filter will provide plenty of surface agitation.. If anything just lower ur water by a few inches and bam more agitation!

I just found another fixture. What's the difference between this one:

Just different brands. Go with the one that has the best price and hopefully one that comes with the right color bulbs so you do not have to change one.
