Starting new 65 gallon - best substrate for medium light planted set up?

I'm new at this and have just got a 65 gallon I'd like to plant. I'd like a floor of baby tears and a variety of other plants. I will have a compact 25 watt with reflector fluorescent light, no co2 injector. Also good natural light.

Step one - what substrate? Layers? All fluorite?

Baby tears need a fine substrate like sand. If you're not doing co2, I would say do a dirt substrate with a pool filter sand cap.

I would also think about upgrading your lights.

Yeah I was thinking I would need at least another 25 watts.
