Sterilize plants???

I had good faith in people and oh boy am I regretting it now. The carpet plant I got from someone, infested with ramhorn snails. The supposedly pretreated driftwood, the source of planaria worms. I have tried and tried to get rid of the snails for four months now, I even got assassin snails. They have not seems to make a dent in the snail population but they have killed four of my shrimp, the last one of them was berried. So I am complexly and utterly done.

I am going to basically redo the tank in a new empty tank, brand new substrate. I just wish to know how to sterilize my plants before transferring them to the new tank. I read somewhere before about using bleach but I do not want to kill my plants. So what is the right mix and duration of soaking in bleach water to make sure everything but the plant is dead????
