I've debated a bit more, and have decided that I'll upgrade the 20g instead of converting it. I plan on getting a 30b to 40b reef ready tank from my LFS. How big would the sump need to be? How to setup a sump? How to care for the sump? The most complex filter I've got experience with is an fx4 on a 90g Oscar tank.

The sump can be as big or small as you want it. You don't care for a sump, it is simply an additional body of water for the system. It increases size of the water column, which adds stability to the system, and gives us a place to house our equipment. There is nothing fancy about a sump.
