Tank Setup for Planting

Hi I have got a new tank not had a freshwater tank for ages and that was just gravel with under gravel filter setup
I am looking to set up a 240l tank with substrate and plants, not sure what way to go about it, I am going to use nutrasoil complete substrate at the rear and centre and want to use sand for front area, I am unsure do I lay substrate and cover it with sand or gravel and then plant or just use substrate bare, also what kind of sand to use for best look. I am then going to dress with rocks and tangle tree section, I would like to plant and use moss for taking the edge of the rocks. The fish iam thinking of keeping are predominantly angels with a few small neons or something similar for darts of colour, open to sugestions and recommendations for fish.

Yes it does look very good its really just how to get the substrate right I never used it before
