Tank water is cloudy/milky

Here's what the tank looks like...

That doesn't look too cloudy at all. That's just a bacterial bloom from a mini cycle. Shouldn't be a problem with water changes and time.

Would that be due to a new filter and media?

If you changed the filter than yes. The new gravel would not make that much of a bloom and that seems to be what it looks like.
