Tetra on a Pogo Stick?

I have a small Tetra that I have had for over a month in my 10 Gallon tank. After I had him for about a week, I noticed that he does not really swim anymore. He jus kind of bobs straight up and down. Actually just looks like he is just hopping. Anyone know what this is? He does seem healthy and he does manage to get some of the flake food as it passes by him.

got me on this. I know what you are talking about, but I do not know the reason for it. Are water parameters good? Anyone else in the tank acting oddly? Have you treated for anything?
 
Water parameters are darn perfect. This is my 10 gallon tank that has been established for a while. All the other fishies are happy as can be.
 
Yes it is a neon. Wonder why my post got moved to unhealthy fish? Other than bobbing or hopping up and down, he seems healthy. Been doing it for about 3 weeks and has not died yet.
