Tri-Sulfa Tablets

I know this is a stupid question, but the directions aren't clear. One of my fish has fin rot, I've got medicine for him and it says to pre-dissolve tablets, does this mean I can crush it as I put it in the water before adding it to the tank or do i have to put it in whole before adding to the tank??

I generally dissolve the tablet whole in a disposable cup

As above or crushed - I’ve tried adding the tablets just as is and find I get clumps of white powder on substrate unless filters are strong.
