Upgrading tank size

I am setting up a bigger tank that will possibly start with a few fish but I want to concentrate on the plants first. I wanted to know if it is OK to use the black gravel like growing medium under sand ? I'm planning on moving loaches into the tank and want them to be comfortable.

Just going all sand would be perfect for the loaches.

Easy low light plants:

Water Sprite - planted

Water wisteria - planted

Anubias- tie down

Java Fern- tie down

Java moss- tie down

Jungle Vallisneria- planted

Cambomba- planted

Duckweed- floating/invasive

Bacopa Caroliniana- planted

Amazon sword- planted/root tabs

Crypts- planted/root tabs

That's a good, nice informative list. Not many times you'll see someone actually list what to do with the plants as well.
