if not when is the "proper" starting point

No water changes should be done during the cycle, your first water change should be done after the cycle is complete (ammonia and nitrite are 0), most opt for a pretty large change of between 25 - 50 %.

you know i have read many "starting your aquarium" and i did not see in one of them to wait out for the water changes . I thasnk you for the re-assurance on this
