Water mover or not?

Always had movers in my saltwater tanks. Now, with a 23 gal. Freshwater, planted, is a water mover a good idea. Please help.
 
Some water movement is definitely useful for gas exchange and to keep bringing CO2 down to plants. On the injected CO2 I gather sideways flow (at least on bigger tanks) is useful to do the same thing from the CO2 diffuser.
