What affect would CO2 have on these systems?

1) I have a 29 gallon tank that I am working on planting heavily. It has two 24 watt bulbs @ 6700k. Would CO2 be beneficial, harmful, or make no difference on a tank like this? I'm using Flourish + root tabs in a gravel substrate. It currently has Amazon Swords and Wisteria, but I plan to have a big variety of plants.

2) I have a 10 gallon tank with a single 20 watt bulb @ 6700k. Same question as above. I use Flourish + root tabs in a pfs substrate. Right now I have Amazon Swords, Wisteria, and Anubais, but plan to add a few more kinds.

I guess my second question is about those DIY CO2 systems. I plan on doing the one with 2 bottles and a yeast + sugar. Is that a bad idea?

I didn't know the kind made a difference, I thought only wattage mattered.
 
No, 20 watts of T5HO is a lot more light than 20 watts of CFL. I would say that your 29 will almost need some form of CO2, as T5HOs are a lot of light.
