Might just be a cyst or growth. Could be Tetra disease forming. I'd be delligent in your water changes. You may have to wait it out until it gets worse so you can be sure of what it isI got/rescued some black widow tetra, or black skirt tetra, depends where you are from, a man across the street from me wasn't looking after them so I had them, but one female has these like, lumps/ balls on her mouth, View attachment 306705 what are they and should I be worried about my other fish?
I don't think it's flukes, I don't see her rubbing herself on anything like wood or plants, she's swimming normal and acting fine, may just be the way she was bornCould be body flukes. http://www.tropicalfishsite.com/body-flukes-fish-disease/
