What is the black stuff that holds a frame on a tank?

Hey guys, I was just resealing my 12 gallon (and 55, but haven't started that yet), and my bottom frame pretty much just fell off. It was held on by some kind of black... either glue or sealant. I have GE1 to seal the inside of the tank, but what should I use to hold the frame on? I have black silicon made for windshields on cars. It's a sealant AND glue, so it would work.

Any tips?
 
I'd use the windshield silicone or any silicone for that matter. I suppose it'd be best to use the GE1 just to ensure nothing bad makes in into the tank.
 
+1 just use the stuff you got.
The black stuff is a black silicone. My entire tank is put together using a black silicone.
 
Thanks guys, just thought I'd ask before I went along with the plan. I'm gunna use the black silicon to "glue" the frame on, and the GE1 to actually seal the tank.
