I think it is a blue velvet damsel Blue Velvet Damselfish do you have a better picture of it?

I believe they're only pretty when small and are one of the meaner damsels.

Other damsels or fish larger than them that are not big enough to eat them. I'm thinking along the lines of triggers, tangs, maybe some of the bigger angels.

What rutrag said will be good,,but to be honest ,damsels are just mean SOB's and should just be left out of our tanks
