What is this grey-green soot covering my sand??

Very unsightly. Mixing with the sand and clumpy and no amount of tossing the sand will get rid of it.
 
Maracyn is common treatment I believe for within US. Someone may know more there.

We have used furan 2 antibiotic here and another person reported success with triple sulpha (Australia has less meds available).

Every time I’ve used furan 2 it’s done a number on my plants though. Some bounce back, others don’t.

Gravel vacs, increased water flow is suggested as well to discourage it.

I’m not sure if any fish eat it. The local society treated a cichlid display tank and nothing was touching it.
 
In the photo, as a whole, it looks like normal, you need to take a closer picture to understand exactly what it is. I can tell you have a very cool green in your aquarium!
