What is this stuff?

I discovered this stuff growing on my fake plant this morning and don't know what it is. I changed my substrate to sand last week and didn't clean the plant since I had a new filter cartridge and wanted to keep some bb that was on it. What is this stuff that's growing? Will my RCS eat it? Is it okay for them to eat?

Looks like hair algae, may have something to do with changing the balance of your tank(substrate change) do you have live plants? Ferts? Lighting period?
 
I have 3 small Marimo moss balls, and a nice bunch of Java Moss that I got with my RCS. I don't use ferts, and my light is a full spectrum cfl for aquariums. I leave it on for 8-10 hours a day.
 
You could just clean the deco off and cut lighting to 6 hrs a day for a few weeks. Maybe up wc a bit..
 
Cleaning the plant is a no go. I have shrimp in it working on it. They are all in it 4 RCS and 2 big Ghost Shrimp. The main reason for not cleaning is the tiny Guppy fry in the last pic. I wasn't expecting babies today.
