Not sure if this is just diatoms or something else I need to take a course of action with. Here are the stats on my tank:
37g tall
0 ammo
0 nitrite
20 nitrate
7.6 PH
4bulb t5 ho That I am running 2bulbs for 2 hours a day and all 4 for 3 hours
DIY co2 1 bubble per second diffused with a powerhead bubble checker reads green.
I am still dosing glut at 1ml per 5g.

They look like diatoms to me. They are a self limiting algae that will go away when the excess silicates in the tank are used up.

That's what I was thinking I just figured I would have seen them before now. I guess it's time to scrape the glass and maybe get a few more otos.

Nerite snails will gleefully chow down on diatoms. I had a fry tank that had a huge diatom outbreak, they were thick on the walls of the tank since I didn't really worry about scraping the glass. I put a nerite in the tank and it went straight up the side of the tank leaving a perfectly clean snail sized path through it.
